Mental Health Clinic is an nice add too, because it feeds the tax of Komainu or the necessity to break Chetana. If you are asking why Ash and Caprice there is only one word (more) SECURITY - put Caprice on RND/HQ to prevent Keyhole/Siphon/Apocalypse and Ash to the remote to secure the agenda.
