This card is often best out of core set Weyland, where you get four credits and two cards. True, it's a double and you lose two clicks to it. But how often do you just need cards and credits to see what you need and have the money to play it. Blue Level Clearance acts as a one-time "spin the wheel on your deck" sort of action. Most corp players will spend two to four clicks per game on a Jackson Howard trying to see the cards they want. This card fills that same niche, except you get some credits to play whatever cards you've drawn.

It could be useful in IG, but probably not worth the influence. —

It's definitely not the greatest card in most instances, but it's awesome against punishing PE decks. When a Legwork could wreck yourself against Snare! or Fetal AI, it's good to be able to see what's in hand. Can you run relatively safely? Will you get flatlined?

It's obviously a lot more difficult to justify when you would have to pay more than 2 credits to get through the ice. But when you know you might take it on the chin, why not take a peak?

Opportunity cost. Every deck slot is valuable. Every MU is valuable. Every credit is valuable. Sure this may have a niche use case, but is there something that would be better almost every time you draw it? With this card, probably.
