Satellite Uplink 513

Basically just trying to do something different in NBN, and glaciate it to some degree.

Taxation comes from the Ice, which is subroutine heavy (good with Midway Station), and the potential annoyance of Manhunt. I've made a deliberate attempt to avoid SanSan, Midseasons, Scorched etc to try something else.

Currently entirely untested rough idea!

Possibly dump Ashigaru and a couple cards for 3x Chum? Chum in front of Little Engine is just....mean.
