Can the Corp forfeit Greenmail to gain 4 at any time?
No. The Corp can only forfeit an agenda when an ability allows them to do so, such as when rezzing Biawak or Plutus.

If the Corp has no credits, can they rez Biawak by forfeiting Greenmail and using the 4 from Greenmail's ability to pay for the rest of Biawak's rez cost?
No. The Corp must pay the rez cost of Biawak all at once. Greenmail's ability will only give the Corp 4 after they finish paying the entire cost.
