Based on previous Tower to the Sky iterations and playtest experience, this latest installment features The Root from Upstalk.

Most of the ICE in this deck can be advanced, and once you have some out, they should be advanced at least once per turn. Commercialization and Trick of Light both capitalize on this in the late game.

NeoTokyo Grid might seem an odd choice, and I debate keeping it in favour of an ambush, but it interacts well with The Root and GRNDL Refinery.

Hunter and Shadow can sometimes make landing those tags a little tricky, but if you can there's plenty of tag punishment to grind the runner into the pavement with. Scorched Earth naturally leads the way, especially if you can score a Cleaners, and Vulcan Coverup and Dedicated Response Team will keep the pressure on. I find that DRT is especially nice since it keeps those pesky "tag-me" runners at bay long.
