The Valley of Evil v2.0

Jinteki RP - lock deck under development (this is an historical version circa Creation and Control).

Uses Ruhr Valley to try to lock the Runner out of the Agenda server long enough to score Agenda. Nisei Mk II can end runs (after they waste credits down that server). False Lead also terminates the option to attack the Ruhr server.

Ice mix here is probably inadequate for the job, and I'm not sure what I was thinking w.r.t. Cell Portal?!
